The poor suffer in pain
This is a sad article and I don't think there are any easy solutions to these problems.These people suffer in pain and it would be good if the drugs to help were available,it is unlikely that any of them would survive anyway so the risk of addiction seems slim but at the same time I can understand the concerns about such powerful drugs.

There are actually very simple solutions, just not ones anybody wants to implement. Get drugs and treatment to them. Of course since we can't get drugs or treatment to our own poor, its unlikely to get it to poor countries.
